I'm not quite sure I understand fully. You want to make your electronic speed control (ESC) not have full throttle? There was maybe only one speed controller that I seen where you can set the maximum throttle or should I say limit how much power the motor can receive. I don't know the brand of it because I stumbled upon it when reviewing something else. The easiest way to limit throttle is using a transmitter's end point adjustment (EPA), that is of course if your transmitter has EPA for steering and throttle.

Hi, thanks for your reply.
I would like to dive the car very standard speed around one minute then increase the sped little without stopping the car, after few minutes slow down again. It is very important that this car is running exactly for.ex 14 km/h , not 15 or 13 km/h after some times again sped 18 exactly . My car will run in a round circle on a rails, so I do not need to make any movement also go one direction. So I wanted to be able to use the throttle thru my computer . But here I need help, if it’s possible at all.

I do not have electric car yet but I can buy any if needed and electronic speed control as well.

Sorry. I never seen a PC used to control a ESC on a remote control car before.
