I have a Walbro carburetor on my JC Evo 23 cc
Can I rotate the carburetor 180° to have the throttle control on the other side???

You can if you make sure that fuel pump pulse port on the reed block is rotated and always aligned.with the carbs pulse port ( as a rule ).
