Does anyone know of a commercially available water based contact cement that can be used for sheeting foam surfaces?

Although not a contact type glue any of the alaphetic resins (carpenters glue) can be used and hold quite well. need alot of weight or vacuum bagging.

Home Depot sells a Water-based Contact
I've used it allot for my cabinetwork.
Works well, just use it in higher temps other wise it takes a long time to set up

I actual prefer Carpenters glue, I thin it about 40% and apply a thin layer only to the foam, then let set up over night with about 50 lbs of weight on the saddles,, has never done me wrong
So cheap it should be illegal!!

Dave Brown make a glue for foam sheeting. But like was said
Elmer tan wood glue is good but air dry and if its vacuam baged
where is the air so I thin it with water 20:1 and let dry 3 coats then lite sealing low temp pretty good. CU

SIG make a glue especially to sheet foam wing cores

working with t is piece of cake, no weights required, perfect and strong work.
I use it for all my foam sheeting jobs

Also, Elmer's Probond works great. Just spread it on THIN as it will expand some. This is good because it will fill small grooves and imperfections. A local builder of large/giant scale told me about this. Used it several times and works great.

NCC-1701

Dave Brown's Southern Shorgum works very well too. It's a true contact cement that does not require weights or vacuum bagging. It's much better than the "reformulated" 3M 77.

Giant Scale

Northwest Hobby technologies sells a product called foam bond. Home Depot sells DAP weldwood in a green can. Titebond also make a water based contact cement. If you want an aerosol product the 3m 08074 is good for sheeting foam with balsa.
