Default High and Low rates settings

Hello All,
I have a newbie question about the settings for High/Low rates.
I have an Edge 540 and I am in the process of adjusting the control surfaces. I know that in the manual they say adjust the low rates to 30 degrees. Is that 30 degrees upward and 30 degrees downward movement or 30 degrees total movement? Also, would you recommend that amount for all surfaces?

30 degrees up and 30 degrees down. Most refer to control surface throw in degrees deflection from neutral.
