So at approximately 4500ft asl, your 3w80xics with pitts muffler is spinning the Vess 26a at 6900rpm, with a new ring, not yet broken in. This sounds just about right to me, if not a little higher than I might expect at your altitude, unless I am really missing something here. So aside from cooling issues, I'm not sure I would be worried about your observations.

well im done worrying about it now, when i bought it mathematically a 9 hp motor should kick around 40lbs of thrust with a vess 27a at my altitude, and im only getting around 33 lbs of thrust, the motor im sure is fine just not enough power for my needs so i guess i will have to sell it and get a 100cc

I had an issue with my 3w80xi, it would take too long to idle down....I just got it back from Aircraft International yesterday, and it turns out my 3w80 was from the first batches of 80's out that came with the wrong prop hub timing, so he put a new hub, and could easily tell that the magnets on the hub are spaced differently that my old hub..
I fired her up this morning with a Bolly wood 27x10 and was disappointed with only 5200 RPM tuned to fly according to Pe's calulator thats only 5.37 HP and about 37#s of thrust.
With a 26x12 Menz Ultra i tuned it to about 6000 RPM and got 8.34 HP with about 47 pounds of thrust. According to 3w the engine is rated at about 8.5 HP so i guess the 26x12 is the right prop. I tried a 26x10 a while back before i sent in the engine and it ripped in the air, it was very noisy.
I cant believe there are people saying they get over 7200 on a 27s10 with a 80xi like mine.... even with a tuned pipe you cant get an extra 2000 rpm
