Scale Jets has a copy of Mig 21 plans
I read your dilemma and I have a solution. I have volume 1 of 1989 Scale Jets. In this issue there plans for a fixed gear mig 21 with all the templates and wing ribs included. unfortunately it doesn't give a manufacture's name on who makes the plans. And I'm not even sure if they still produce the magazine anymore.
If you want, I can copy the article and mail it to you. Then you can blow them up to what ever size you want. I did that for a set of Harrier plans (prop, not DF) and they came out pretty well. It's up to you. I know how it feel to want to build something and not finding the information to make it.

I just got the Mig down from the ceiling...where it is hanging for the last two years. Lot of dust! I took a few pics of the gear motion. There was no air system so I simply pushed the gear strut so you guys can see the wheel movement. It rotates by 90deg and just retracts in it's scale position. The system uses gravity to operate so the only drawback is that I cannot operate them when flying inverted! Well.....

Try to contact Kevin Dodd at TAMC, he will have more info as I don't have Chris Patterson's email.

I know that they even have the soft mould for this bird. Very good looking. Will fly very good if you can keep the weight down. Chris's Mig21 was a bit heavy and had very high wing loading making it very tricky to fly. But it flies very well with 10kg thrust.

Hey Bernard
I built a jaguar a couple of years ago. It was my first scratch built jet. Construction was easy as it is three boxes strung together. The only changes made to it was the inlets. I increased the size slightly but you couldn't tell. I didn't have retracts on it but it did have flaps and a full moving stabs. One of the best looking airplanes I've ever made.
I chose the o.s 65 and the dynamac for power. But when I finished, I realize it would be too heavy for flight. I used 1/4 inch balsa on just about everything which made it a tad heavy. I believed it would fly but doubt made me a coward. At least I still have the photos of the bird. One day I will build another and make it truly scale. (With the retracts!) If you want, I'll e-mail you a photo of my sport Jag.

Hey Guys,
I'm pulling my hair out trying to figure out how to up load the photos. I have seven in all of different angles. I know someone out there can help me because I see other postings with the pictures installed.

I may be able to help you come up the plans for a built up version...I am helping a friend on his. He is doing it as a D/F version. It is about 64" long and has a 42" span. Probably good for 45 to 65 size fan/motor.
