Hubb, I still highly recommend brakes. Remember, we can control how fast we accelerate but, we can't control the fool that pulls out in front of us. Most boats have hydraulic surge brakes as mentioned. They get submerged and a sealed system works best on them. Electrics are the most common on cargo type trailers and campers.
The pros and cons:
Pro surge: You can swap vehicles and not have to worry about having or resetting a controller. Waterproof. Dead on reliable. Con surge: Cost.
Pro electric: Easy to install and operate. Inexpensive. Very reliable. Con electric: Will only operate with a controller so you can't borrow a buddy's van if it doesn't have a controller.
Either will operate as promised.
