Carb dip cleaner is hard on rubber, Super Tech spray carb cleaner from Wal Mart evaporates so fast it can't hurt anything in there...Been using it for years...

It appears that the insulator block that mates between the engine and carb is not flat. Can it be shaved down to a flat surface, or can I buy a new one and who has them? It think it is leaking air at that point which is killing the HS circuit.

Would this insulator be available at a small engine repair shop or is specific to Zenoah?

The low side needle controls engine acceleration I had the same problem set low needle at 3 to 3.5 turns to start. high end needle controls top end performance not engine acceleration.
