Default Saito .72

I have one that was stored several years ago. It was gummed up so I disassembled the motor . I seem to have everything all freed up. Has good compression, can hear valves clicking, but cannot get the engine to run. It bumps but will not start. I may have the high and low needles out of whack. Any suggestions where to start?

If it has a plastic throttle arm, set the LS needle slightly below it's face, if a metal arm set it even with the face. HS 3.5 turns out from gently ,fully closed.
