I replaced control surfaces several times. It is not difficult, just a little time consuming. Here is what to do.
Cut the hinges at the hinge line and separate the elevator from the horizontal stab.
You should be able to remove the hinges from the horizontal stab by cutting with an exacto on the top and bottom of the hinge. Try to grab the hinge with a pair of needle nose. They should come out.
If the elevator is too warped to fix. Peel off the covering and rebuild the elevator. You can put wax paper on the old elevator and build the new one on top. Be sure to weight or pin everything down tightly so that you do not be a new warped elevator.
Make sure all hinge slots are centered and rehinge the elevator.
