If they are the same brand, the 33cc will most likely put out more power. Might weight a little bit more, but since you're not racing this is a non-issue.
You could have fun with either. I don't think the engine size is the problem for sport boater such as yourself.

The best motor for your boat will depend more on the motor than the capacity. Some motors are of weak design, some use components that limit their performance, some are limited in how they can be modified, some in how they can be mounted.

If you could supply pictures of the motors it might be easier to assist you in your decision.
