Is that type engine normally a shaker or is this the exception?
Some engines will smooth out a bit if you add head shims. Some have optional heads (like the older Enya .29 and .35). For these, the lower compression head seems to run smoother, especially if you are using nitro. If it has a FAI head, you may have to run it without nitro.
If it is underbalanced (like a Fox 35) you might try an unbalanced prop. Install it with the heavy side opposite the piston (i.e. piston down, heavy side up).
Perhaps you have already tried all of these things.

As George said, some engines are just shakers, other engines should not be.
But the most basic thing, usually, is balancing the prop. Please note "Usually." First, if the prop is any amount out of balance, do as George said and put the heavy blade opposite the crank throw.

Well, I wuz gonna let this ride a bit, but Jim knows me. so I will tell all.
My engine was running quite smoothly til I hit a big rock---- Now the prop on my lawnmower looks like a figure S and the motor vibrates. (Chuckle) Just kidding guys. I just got on here and thought that this was better than saying that my Honda clatters. (Shades of Isky's board)

You have part of the idea, but leaving the plug out lets dirt get inside.
What he needs to do is pull the backplate and grind the rod-like thingy away. Get it all out.
Bet it will turn smoothly then.
