Default tunning 26cc full mod help

hey guys ive got a PI hydro with a full mod 26cc and i just cant get it tuned correctly. when started and out of the water the engine revs quick and sounds like it is runnin great. once i put it in the water and the engine gets a load on it it doesnt want to go. it doesnt rev quick and it wont hit full rpm. also when i put it in the water first it dies as soon as it gets ten feet out. when it is in the water it gets to a certain rpm and it wont go any higher. and it seems like i have no throttle response. it just feels sluggish. once it runs for a while the engine rpms continue to decrease even when i have the throttle pegged. any help would be greatly appreciated. thanks guys

Sounds lean, you could just be too lean on the needles or if it was running good and has gone off song I would think you have an air leak. I would check carb manifold first then cylinder base gasket. Did you dunk it?

I think you have an air leak, the gaskets probably dried up over the winter.
Carb settings depend on what carb you have;
Stock carb 1 1/2 turns out on both H and L
257 go 2 turns on the low, start with 1 turn on the high and lean it out until it just clears ON THE WATER!
You can't set the needles correctly without load.
Try sraying some WD40 around the crank seals and base gasket while it's running.

You may also want to clean the carb and fuel tank, A little fuel during storage can gum up and clog the carb. Number one payday for small engine repair companies.

check your fuel filter if you have one. clean your carb out it might have gunked up and check your gaskets. Also mine was doing the same thing not too long ago and it turned out to be the bell housing bearing in the clutch.

Try taking the bottom plate off the carb, just one screw, there is a small steel filter inside that can get clogged or gummed up.
