RCU has (for some reason) made it possible to rate a members posts. If you look at the bottom right of each post frame you will see the Rate post option. Once you click it you will see that a series of stars which you can use to apply a score from 1-5 - each will give a point to the members score.
Dont believe the scores account for much and you cannot rate your own posts.
If the first post in the thread is rated - the stars will show up on the main page as a rating for the thread.

Looks like the speed you're trying to get your boat to multiplied by 2. I'm trying to hit 55 and mines 110. Hibby's trying to get to 50 and looks like you're trying hard to be somewhere in the middle!
In Justaddwada's case it's the price of renovations divided by 1000!
