Default Tire information: Rubber cap tires - Foam Tires

I'm trying to find out what the difference is between a rubber cap tire and a foam tire. I have been told that rubber caps are true rubber tires that are hollow and have a foam insert in them while foam tires are solid foam and easily distinguished from caps. Is this about right?

In on-road racing circles, rubber cap tires are foam tires that are "capped" with a strip of rubber on the running surface. This is different than rubber tires with foam inserts.
