my pull starter broke on me is there a way to start with out it

Either fix the one that broke....buy a new one....or buy a starter box.

Default DOES IT HAVE A SECTION OF THE FRAME CUT-OUT, UNDER THE FLYWHEEL?

As in, can you use a starter-box on it ?

If so, use a bicycle and a friend to start it. Turn the bike upside down, use a brush or something to wipe dirt off the rear wheel, have the friend pedalling the bike (with his hands of course :-) and press the car down on the rotating wheel. Provided you did this the right way, the car should soon be running by its own power.
