RE: build question (dumb one)
I've seen people glue and silicone them in place before. I prefer to cinch a zip-tie (cable-tie, tie-wrap, or whatever you want to call them) around them and secure them through a hole placed in my stringers. This way you can cut the zip-tie and pull them out if you need to. A few years ago I started adding another tie-wrap to the motor mount. After seeing several hulls separate at speed and pool noodles floating while a hull sank, I decided I wanted to secure them to everything important.

RE: build question (dumb one)
On my avenger pro, I bought a sleeping bag mat. Its like a very dense waterproof 1/2"foam sheet. I just cut pieces to fit and use black silicone to glue them in place. It looks a lot nicer and you dont lose any space in the hull. I do have pool noodles installed from the bulkead to the nose.

RE: build question (dumb one)
On my boats Just cut the pool noodles a little larger than the space provided and wedge them in. Only on the cowl do I glue them in.

ive done alot of roll bar padding for racecars and you can sand on that stuff to make a custom fit a 90 deg. air sander and a medium grade pad works great............the velcro sounds like a great idea
