oh boy! nitro, electric?
for electric the Team Associated SC10 brushless short course RTR is a good deal, it will require batteries and and a charger and should be right at the $400 mark
the Ofna Hyper 7, hyper SS and Ultra are great buggies, very strong, very capible and nitro, running from $300 to $370 RTR
for MT, the HPI bullet looks like a fun truck, built very simple and they make a brushless and nitro version
for nitro and electric on-roads, team associated and HPI both make nitro cars that run under $400 for about that you can also get a nitro 1/8 gt car by OFNA (called a DM-1 spec and ultra gtp)

Stock 1/8th nitro buggies like the Hyper 7 all do about 40mph out of the box, as they are normally geared for track use. They can be made to do anything from 50 to 100 with the right gearing and powerplant.

I don't think so, but you can buy OFNA parts from hundreds of places online, ebay has tons too. OFNAwarehouse.com obviously keeps all the ofna stuff, and usually has pretty decent prices. They're also good for finding part numbers easily so you can then check them at your favorite other online hobby store. I like towerhobbies and I use amainhobbies.com a lot as well.
