Default SIG Supercoat doesn't cover

How many coats of white Supercoat do I need to put on before it fully covers the balsa? I put on two thinned clear coats and a filler coat. I then put on two coats of white, but it looks terrible. I've done some light sanding between the coats. It is so streaky when brushed on--streaks of white and streaks of balsa color. Maybe a sponge brush would work better.

Is there a better fuel proof product to paint the engine pod on my HOB seaplane. I would rather not spray paint it. If I have to spray paint it, what would work over the SIG Supercoat white?
