Default Governor mode on CC-10 - a myth?

I have a Hummingbird Elite CP with DIY brushless motors on both the main and tail rotor. Both are controlled by a Castle Creations Phoenix 10 esc, and in fixed mode both work perfectly.

I would, however, like to use governor mode on the main motor.

While I can program the main esc to operate in governor mode (I have the USB cable that allows me to confirm the programing on my laptop), the motor will not spool up past a rotor speed of about 500 rpm! I have tried both esc, used the various timing settings, and more than one wind on more than one DIY brushless. But to no avail. (It did work once, for a short period of time, but I needed to rewind the motor and lost the capability.)

Has anyone had similar experiences? And were you able to solve the problem?
