Default AE .12 and .15 engine question

A while back someone stated that if you take the plasitc "restrictor" out of the carb's air inlet that it'll have much more power.

I do have a plastic peice in the air inlet that makes that inlet hole smaller, but I'm not sure if it's supposed to be there or not. In the diagram the peice is called a "carburetor insert" (p/n 29048).

My question is, is the insert functioning as a "restrictor" and will I get more power if I remove it?
