Pete,
When I built my XL, I found that the two plywood plates didn't quite line up as they should have. They were almost a half-hole off. I subsequently drilled them out with a No. 36 drill, and tapped the carbon plate 6-32, then drilled out the corresponding hole in the outboard wing panel with a No. 27. Now I have 6-32 bolts holding the panels on. The 4-40 is more than adequate for the job, as all it does is prevent the panel from being pulled outboard. The flight loads put a the bolt in tension, not shear. The 4-40 is more than up to the job. I also used a small aluminum tube (K&S) from the bolthead surface to the wing skin surface as a bolt and allen wrench guide. You can drop the bolt in the hole and not loose it.

Only problem I had was that the 4-40 threads stripped. I even flew it for about 50 flights with the threads so-so. I drilled and tapped it to 6-32 to fix it. You have to remember there is very little vibration in a turbine model.
