Default gas fuel tank question

Had a question on proper plumbing of gas fuel tank. I have a Hayes gas fuel tank. I know I run one line to the Walbro carb, and the second line out the bottom as an overflow line. Question is: do i leave the overflow line unplugged so the fuel tank doesn't build up a vacuum? Seems to me that if i plunged it, it would restrict the gas going to the motor.

Take your vent line and loop the tubing on top of your tank, all the way to the end of the tank, then foreword and outside the fuse. this prevents the fuel from siphoning out of the tank when in down lines, but still allows it to breath.
