Default RE: Solo Qualifications

I'm a flight instructor and I usually clear them for solo flight when they can demonstrate the whole process of setting up and flying their trainer, which also includes being able to land and take off in both directions as well as a dead stick or two just for the experience. Seems to work good for us.
