Default 2 line carb

I have a flyin hawiian from speed master boats and it has a 23cc (I believe) 2 stroke with a carb that has 2 fuel lines coming from it. One goes into the primer bulb and one comes out right under it. What the? Am I missing something here? Where does the 2nd line go? I see there is a nipple on the exhaust and 2 on the head. I know the head nipples are for water flow. Here is the confusing part. When I bought the boat ihe had a waterjacket line going tot he exhaust nipple and the other going to the water pick up on the rudder. Does this make sense? This is my first gas boat and first venture with water cooling. I will get some pics of it if needed.

one line goes to the primer bulb and then to a vent on the tank the other under the carb is you fuel line feed to the tank for fuel pickup. sounds like a stock 644 carb. now on the water lines. rudder pickup to bottom of water jacket. from bottom of water jacket to high side of water jacket to water cooled exhaust flange. from exhaust flange to tune pipe. out tune pipe to fitting on the side of hull to be dumped out to the body of water you're running on. if you have a clutch let me know the setup will be different. also let me know if you have a dry or wet tune pipe. the way i told you was less clutch/water pump. and having a dry pipe...

thats look's like a rc230 air cooled motor that has been turned into a water cooled motor. with a wet tune pipe so everthing i said is correct except the water goes through the water jacket straight into the tune pipe out the tune pipe to the body of water you're running on. and the carb set up is like i stated...

So the line with the fuel line on it goes to a 2nd line in the tank? That means the line that is bare goes to the fuel pick up? Confusing....he had a bladder tank with one line coming from it. I just put a new tank in (bladder as well) and am trying to back trace his steps. He did not have it all hooked up when I bought it.

1. That's not a Zenoah (not a clone ether, more like a homelite clone)
2. That looks like a ZAMA carb, not very good
3. The header is mounted upside down, the water will flow back into the cylinder when you stop
4. That is a "Wet pipe" not very good for performance.

To fix it.
1. See if you can turn the cylinder around.
2. Mount header the correct way
3. Try a walbro carb, I would suggest a 167

Is this the one?

I see they offer more than one 167.
