Default rio 51 flex shaft tube

On my Rio 51 the tube that the flex drive shaft slides into is loose, it does not come out but moves side to side, is this normal or should I use an epoxy to fix it in place.

They should never be loose. It could potentially break off and sling around causing more breakage. Don't just epoxy in place. You need to use acetone and clean/prep that area first to take off all the grease/oil from the outside of the shaft, at least the best you can. I suggest scratching up the cleaned tube where you can access it and glassing it in place. Epoxy will work as well. Try to get some fiberglass cloth in there as well.
