Default Rc starter motors and speed control

Hi all. I am after some expert advice regarding a DIY project. I am making an RC drag lure. The lure itself will weigh no more than 2lb. I was considering using a sullivan dynatron starter motor to power the spool of line with a 12v battery. So my questions are ...
1. Would this starter motor have the torque to pull such weight to 40-50mph?
2. If so, what would be the best electronic speed control for it?
