Default RCGF 56 back fires

I should know the answer to this but I just can't figure this out. I have a RCGF 56 gas engine that back fires every time it tries to start when I flip the engine over by hand. It starts just fine when I use a starter and runs pretty well. It does have a slip miss at half throttle but I know that is just a needle adjustment. Is it to rich on the low end or is it a timing issue?

Could be either but the easiest thing to try is to lean the low end a tad
