Cowl decal cover-over
I am gonna put several decals on the cowl and also am gonna draw lines onto the cowl for panel markings. I tried using masking tape and drawing a line beside the masking tape with a extra fine point sharpie and it look great. However, what product do I use to seal the cowl, so the markings and the decals don't go away. The cowl has been sprayed with 21st century paint, and 21 century doesn't seem to have a finish clear coat available.

LusterKote clear, Ultracote clear or water base polyurethane will all do a fine job of clear coating. Water base poly is definitely good to 10% nitro and various reports indicate no problems with 15% nitro. A plus to the water base poly is that it will not yellow with age.
