Well, it's been a long time[] and I'm not up to speed on F-18 HUD symbology, but the F-18 has a very high angle gun shot going at low speed, high alpha, and the F-22 is about 1-2 seconds away from overshooting the F-18 big time. He probably burned all his energy just to get the nose there for a brief couple seconds. Looking at the velocity vector and FRL, I think the F-18 guy might get a couple bullets in the vicinity, but it's still a brief crossing pass and way, way low probability shot. So maybe Buck can tell us if thats the radar lockon on the F-22 or if it's also the combined gun solution. In any event, if the F-22 has any energy at all, the F-18 is going to have to extend out and hope to get back into the fight or leave before he dies. That link and the other one on the site seem to be two back to back frames and the pipper isn't stable.
Same discussion happened when the F-15 came on line (showing my age) and it wasn't long before some of the F-4 guys got a simulated kill or two. Still comes down to training, tactics, and knowing how to fight your airplane. F-22 won't be invincible, but it might have many advantages.

About all I can tell from that shot was he got the nose on him for a second or two. It looks like a hard shot to make but I am not an Bug driver so I can't really say. You can see the 18 is only doing 179 knots and from the look of the angle he would burn that in a hurry trying to turn with the 22.
In the end Thud is right, it all comes down to training, knowing your airplane and Tactics.

tough to asses the validity of the shot because it's a snap shot in time, however, the bullets are aft of the Raptor in that frame.
the pipper is on which is awesome but the lead angle the super has predicted at that moment in time, not to mention the plane of motion the super has predicted is off.
nothing like a face full of Raptor (not the DME bottom right corner of the hud) and Vc / range, the Super was probably dead a long long time ago anyway, stealth technology and all
