If you're using wood, just cut down an 18" prop. It's only 1/2" from each end and you end up with exactly what you want or need. I made a simple jig years ago to check the length of each blade after cutting. Then re-balance and go!

I agree! I do a lot of prop cutting. I'd go Top Flite Power Point and shave 1/2 inch from each blade. Shape the tips as you see fit. You can seal the tips with laquer or even CA. Re-balance and go for it!
