some questions. for a beginer.
alright i will start it off easy.
why do you need a water pump for a engine that has a clutch?
what makes a clutchless engine so speacial not to have on?

RE: some questions. for a beginer.
Water pump is needed so that when engine is running and boat stationary with clutch disegaed, there needs to be cooling water flow through the engine.
Nothing special about engines without clutches, some people use them, some don't. Easier to launch the boat with a clutch, no prop turning and trying to rip your legs to bits for you.

RE: some questions. for a beginer.
water pump is needed because with the engine at idle and the clutch disengaged, the boat isnt moving. this means no water is flowign up the water pickups. water pump suck it up as if the boat then when it gets mopving again and pumping water the flow in will overpower the pump.

Less un-sprung weight ,so to speak, with no clutch. rev's get there quicker. Kinda like a lightned fly-wheel on your nitro trucks. Not as user-friendly tho, but less to break.

you dont need water cooling if you run an open hatch boat and a weedy engine!!plenty of boats have air cooled engines like homies etc.my weedy has a clutch and its air cooled.

Does it look right ? ( meaning , does the engine stick out atop the engine area by three foot ? - is the rudder put on correctly ? Is the prop facing the right way ? Does it look like someone dug it out of the dempsy dumpster down the road ? )
What engine is in it ?
Is there a name ( manufacturer ) of the hull ?
Does it look like someone used some crazy glue ( CA ) and bubble gum to hold it together ?
( I know these questions might seem rediculous , but , hey , I have seen THESE examples on EBAY and the seller made claims that were more rediculous than me saying that tomorrow I am becoming an astronaut and going to Pluto and will be back on this Sunday )
Watch out for TOTALLY outragous speed claims . ( ya know .. the ones that makes claims of ANYTHING over 60 mph - most folks that have boats that run over the 60's range , are not gonna part with them too fast , OR too cheap ! Most common claims - 100 + MPH can be achieved - especially with a typical weedie engine - LOL )
Your best bet , is to ASK , BEFORE buying ... post your EXACT example(s) here , and you can rest assure that you WILL get true answers as to whether or not its a POS or something good for the monies .
Below is a link to just ONE of MANY examples I could have pulled for you ... ( 60 mph with a .15 , yeah in the back of his pick up truck , maybe )
