USCG regulations,
Model boat regulations, anything goes. You can just put a piece of gasoline engine air filter material on the end of the breather pipe / tube, with a Ty-rap. It will slow down the gas out or the water in, routines, when inverted or sideways.

Edit : DO NOT let a soft tubing droop below the tank top. That will cause the fuel to SYPHON out after a long hard turn. How did I see that one happen in a boat. Try to put the vent pipe on the INSIDE of racing turns.

Anywhere to atmosphere, better again run a fuel bag, and then no vent is required.

The above are great ideas or you could try one of these simple check valves http://www.mfgsupply.com/m/c/20-9607.html A friend of mine uses one all the time, Air goes in and no gas leaks out, You have to remove it when filling the tank, I will try one this year.
