Default Drive setup questions - surface or sub-surface

Hi guys, just got a new boat after collecting all the needed parts for years, used to be into nitro but haven't had boat in years and never owned a gas boat.

The boat is F/G 54" long and has a beam of 14", it will be powered by an older homelite 25cc engine with a new 35cc piston, WHH pro-mod top end, walbro 228 carb, and wet tuned pipe. I do not plan to race the boat, and will be using it mostly on big water (Georgian Bay). I am trying to install the 1/4 flex-drive and strut/rudder assembly but have been receiving conflicting advice on how to set this up; surface drive or subsurface.

I have 2 different options for outdrives: a dual rudder setup with a fixed propshaft height as pictured or a standard single rudder older octura unit, not sure which would be better for my setup? I have also been told the prop should sit aprox 2.5-3" behind the transom necessitating some sort of bracket to set the prop and rudder that far back, is this correct?

If anyone could give me any advice or knows of any links that could help me i would greatly appreciate it.

While surface drive set up are the HIGHEST performance, there success has a lot to do with props running at HIGH rpm. A HOMELITE is NOT a high rpm engine and actually will fail if subjected to it []
I would however set up a conventional stuffing tube routing it JUST UNDER the keel of hull. ( Semi Sub Surface ) Place the strut within @ 1/8 to 3/16' of the keel putting drive dog @ 2 1/2 - 3" behind transom, rudders leading edge @ 1/4" - 1/2" behind props trailing edge.
