Is the wing covered?

If it is, secure the wing to a workbench or something, then twist the wingtip opposite to the washout and heat the covering with a heat gun.

If the wing is not covered, do the same, but wet the wood and weight the wing so you don't have to hold it. Let dry and repeat if necessary
