Default new slipper clutch on MT2- help

Hey guys, recently chewed up my spur gear due to a friend cutting the slipper clutch spring in half.. so i had to go out and buy a complete new assembly. (A184- slip.clutch spring is DScnt'd)

I got everything together correct, as far as i know, but when i test the tention on when it is in the truck, the clutch doesn't slip.. is this just due to it being brand new? It needs a TON of force to move the slightest.. and I think i'll chew up another gear if it is like this.. help?
