Default How do you measure a 2,8" wheel...?

Hi guys

Really, how do you measure a 2,8" wheel ? 2,8" is only the wheel or wheel with the tyre. I am asking this because I want to change all 4 wheel systems at an old t2m 2wd (truggy style). The wheels I have now is 2.8" including the tyre.

When speaking in rims, 2.8 is the diameter of the wheel itself, from rim to rim. When speaking in tires, 2.8 is the diameter between the tire, from bead to bead.

I found some traxxas anaconda preglued wheels stating them as a 2.8". That's why I am asking.
