Default Battery Discahrger

I was thinking of making a battery discharger, right now I am using 7.2V 1500mah batterys, I came accross this [link=http://www.rccaraction.com/rc/articles/htBuildDischarger_1.asp]click[/link] does it seem like a good idea, its probably cheap enough, and is 20 amps too much? It seems like it.

Also, I was told it was good to get batterys almost flat dead, liek takign your car, flipping ti upside down, and running it untill the wheels wont turn anymore. Is this a bad/good thing.

And lastly, my video camera uses 12V 1700mah batterys, couldi use this setup with them also?

Either one will work or i use a battery charger i bought that has a decharger alrdy built in called Mega 2 made by dynamite. it rans about 35.oo in the usa depends on the hobby shop. hope this helps.
