Heat the block and freeze the bearing first. This will give you a bit of extra clearance. To tap them into place I use a deep well socket that is the same outer diameter (or just slightly smaller because you don't want to damage the block) as the outer diameter of the bearing. What you want is something that, when you tap it into place, transfers the force to the outer race not the inner race or the bearing area.
Be sure to flush the bearing with WD 40 or alcohol once it's in so that any condensation from the freezing is flushed off.
